THE COUNTY OF SOMERSET ROAD TRAFFIC REGULATION ACT 1984 TRAFFIC MANAGEMENT ACT 2004 PROHIBITION AND RESTRICTION OF STOPPING. WAITING. LOADING AND UNLOADING AND ON-STREET PARKING TAUNTON DEANE ORDER 2012 (AMENDMENT NO. 25) ORDER 2019 Notice is hereby given that the Somerset County Council proposes to make the above Order under Sections 1, 2,4, 32, 35,45, 46, 49, 53, and Part IV of Schedule 9 of the Road Traffic Regulation Act 1984, (hereinafter referred to as 'the Act of 1984') as amended; and the Traffic Management Act 2004, (hereinafter referred to as 'the Act of 2004') as amended, and all other enabling powers. The effect will result in changes to the parking and waiting restrictions in the following locations: Taunton: Richmond Park A copy of the draft Traffic Regulation Order and the associated plans may be examined at 'B' Block Reception, County Hall, Taunton, TA1 4DY during normal office hours; or online at

Persons wishing to object to the proposed Order may do so by sending their representations in writing, quoting reference number KT21032019 , to Somerset County Council, Traffic Management, County Hall, Taunton TA1 4DY or by email to

trafficmanagement@somerset.gov.uk

stating the reasons for their objections, and received no later than 21 days from the publication date of this notice. The names and addresses of anyone writing in may be made available for public inspection and will be included in a report that may be published on the Somerset County Council website, unless the individuals concerned state, in writing, their objection to their names and address being made so available or being included in the publication.

STATEMENT OF REASONS Proposals

The introduction of various restrictions on the following road in Taunton. Richmond Park

No waiting

Monday to Saturday, 8.30am to 6.00pm Permit Holders Only Monday to Saturday 08.30am to 6.00pm Reasons

Following consultation with residents of Richmond Park it is proposed to introduce a permit parking area. The permit parking area will improve congestion, reduce traffic from vehicles looking for uncontrolled parking close to Musgrove Hospital and Bridgwater and Taunton College. The existing no waiting single yellow lines for the period Monday to Friday, 9am to 3.30pm are to be brought in line with the proposed permit parking area. The length is also being reduced slightly to increase parking capacity for residents. Road Traffic Regulation Act 1984 The specific grounds which the County Council are using for the implementation of the proposed no waiting at any time restriction as above, are the following sections of the Road Traffic Regulation Act 1984:

? Section 1 (a) for avoiding danger to persons or other traffic using the road or any other such road or for preventing the likelihood of any such danger arising.

■ Section 1 (c) for facilitating the passage on the road or any other road of any class of traffic (including pedestrians).



■ Section 1 (f) for preserving or improving the amenities of the area through which the road runs.



In addition, thorough consideration was given to the factors set out in Section 122 of the Road Traffic Regulation Act 1984 in proposing this Traffic Order. Traffic Signs Regulations and General Directions 2016

All the associated signing will be in accordance with traffic signs regulations and general directions 2016. Equality Act 2010

Consideration was given to the equalities duty of the County Council under Section 149 of the Equality Act 2010.
