Councillors hear planning applications report
COUNCIL bosses have heard a report into how much weight is applied to aspects of planning applications.
The report, given at a scrutiny committee meeting this week, comes before Sedgemoor District Council is set to vote on two controversial planning applications on February 12.
Sedgemoor District Council case officer, Shawn Fleet, told the committee: “SDC’s corporate priorities are considered first, which includes economic growth and housing. The two main documents are the National Planning Policy Framework (NPPF) and Sedgemoor Core Strategy.
“The public sometimes have a different view as to what is more valuable. For example the impact on property value is usually not a material planning consideration. If the decision process was based on that, nothing would get built.”
Concerns were raised about highways officers not being aware of local issues and people being limited to three minutes to speak.
But Mr Fleet said anomalies such as accident records, vehicles speeds and public crossings do get taken into account. He added the public can get advice on how to structure their speaking time.
Cllr Ann Bown, Bridgwater West division, said: “It’s difficult for residents to understand why the goalposts keep changing from one application to the other.”
Sedgemoor District Council said it is reviewing its planning validation checklist.

If it is the Applicant, then either they can speak, or their Agent, but not both.
Although, the Applicant, may wish to say different merits, than perhaps his Agent. With only 3 minutes limitation, it is difficult, whereas, if the Town Councils views are different, then the
BTC Clerk, can speak also, then also can SCC Highways, add their viewpoint, not always accurate or helpful. Finally then the Members, will ask questions of the Case Officer, or Highways, if there are points that need clarification, before they are then asked to vote.
Then you come to the actual Member
In the case of an individuals Planning Application, then it should be a simple decision to make.
However, with more complex large scale applications, then they have to decide, either to leave the room before the presentation starts for this Application, declare, personal or Prejudicial interests , ie: Have they taken part in discussion at say Parish or Town Council Meetings, or have they been to a meeting and taken part in any way of that meeting, other than to listen. Have they given any indication of their preferences for or against an Application, have they prejudged an application, before the Application has gone to Commitee.As this then becomes a case Predetermination, where they must leave the Planning Panel, whilst this case is being heard and debated, before any discussion takes place.
That's how difficult it is to be a Planning Commitee Panel Member on Sedgemoor District Council.
So for all you who thought its a walk in the park, try sitting all day, with your wits about you, having to assess every Application, on its own merit.
