We need to stop this stupid and unwinnable war against cannabis. It is causing far more harm to our communities than it prevents. If we had a properly regulated system of production and supply we'd have no more illegal cannabis farms, instead we'd have thousands of new jobs. We'd have no more dealers on the streets. Cannabis would be available to adults only through licensed outlets and we'd have some control over the THC and CBD content.

Doctors would be able to prescribe one of the most effective medicines that has no serious side effects at all. At the moment the government has given GW Pharmaceuticals an illegal monopoly on cannabis so they make millions out of a medicine that you can grow in your greenhouse for virtually nothing.

If we introduced a legally regulated system we would solve nearly all the problems around cannabis. Science proves how much safer it is than tobacco, alcohol, prescription medicines and all other recreational drugs. If anyone does have a problem with it they could get help without having to confess to a crime.

CLEAR published independent, expert research last year which shows that a tax and regulate policy on cannabis would produce a net gain to the UK economy of up to £9.3 billion per annum.

If the council refuse his application to,put mobile homes on the land, there is of course a very good alternative.

As the land is suitable for growing cannabis, he could lease it to G.W. Pharmaceuticals to grow some of their high quality cannabis that the government have licensed them to grow. G.W. are of course milking their state-enforced monopoly for all it is worth, so they will be able to afford to pay him far more for the use of the land than those fishermen could.

Correct me if I'm wrong but if councillor Swayne considered the cannabis 'low quality' then I can only assume he tried it. How else would he know? If they had grown grapes and made wine he wouldn't judge the quality of that wine on the location or the makers social status would he? Surely he would have to at least sip it to judge the quality. Cannabis grows very well in this country (as it does in most countries in the world) and if it receives some basic attention it will produce a good quality product. When possession and cultivation are legalised, the treasury coffers will start to fill and the health of the nation will improve as alcohol and tobacco use drops.

I would not be at all surprised if he had tried it, as very many people in public office use or have used cannabis, need I mention The President of The United States?

i think it's disgraceful that we are allowing people to grow poor quality cannabis. having lived in holland for a while, i think i am more qualified than most to claim that growers in this country need proper skills and training to become growers of top quality cannabis.

I personally know councillor Swayne, and i think some of the comments on here are rediculous! Nothing like tarring everyone with the same brush! Some people are complete IDIOTS.
You dont have to eat a sunflower to know it is a bad one, any plant is the same. And generally, when you have rough wasteland any plants that do grow are very poor in quality. Use a bit of that brain matter and think.
The main comment for this story is regarding the planning authority. They themselves are pretty much a filling short of a sandwich. Who cares about the boundaries. Judge each application individually. If the public can see it, its going on wasteland and it is doing good, why not let it happen??! Probable planning comment:"I dont like mobile homes".

I agree, poor quality usually means not cured, not flushed properly, mouldy, harvested early, causing a lack in CBD (the anti psychotic cannabinoid) and or may be contaminated with foreign objects. If people want to grow cannabis for a non profit personal supply, they should be taxed and licensed. If everyone grew their own, im sure the drug dealers wouldnt be too happy about that. But then again, neither would GW pharma who grow thousands of cannabis plants in Kent, as medicine, Much more potent and 10 times more expensive than street weed. If people could grow this medicine at home for next to nothing, it may be a threat to GW pharma, who sell the worlds most expensive cannabis legally.
